xfce4-session does not honour the setting of Settings->Session and Startup->[ ]
Automatically save session on startup.
Even if this checkbox is UNCHECKED in the settings dialogue, the value of
SaveOnExit in xfce4-session->general is still TRUE.
I get the impression that the value of SaveOnExit is never evaluated or set in
the settings dialogue Settings->"Session and Startup" and is always TRUE,
unless you edit it in the settings editor.

This is /general/AutoSave.

That's normal, /general/SaveOnExit remembers the checkbox state when you
log out. If you check it once, it'll stay check the following times. If
you uncheck it, it'll stay unchecked.

No, it's just not the same setting.
If “Prompt on logout” is off, then AutoSave is used.
If it's on, then you're asked wether you want to save it or not, and
that setting is remembered the next time.
