With a fresh install of XFCE via via the testing Debian installer (i.e. Squeeze install, desktop=xfce, 2010-12-21), the screensaver is not started automatically on login, nor on reboot. It does start after you have used Settings|Screensaver IFF you say restart daemon at the prompt, but on reboot it fails to restart when you login.
