We ran into the same problem (with panel windows getting window
decorations), but because of our setup, we'd rather not upgrade to xfce
4.6.3 just yet. We applied this patch:
http://bugzilla.xfce.org/attachment.cgi?id=2759 to the source in the
main debian repository (version 4.4.2), then rebuilt and installed it,
which has fixed the problem. I don't think Debian should do this to the
main repositories, but just thought I'd post it here as an option in
case someone else is in a similar situation and comes across this bug.
