As far as I can tell, if you don't apply patches, glib >= 2.23.1
combined with xfce < 4.6.2 results in this error. [1]
I can say with certainty that 4.4.2-6 and glib 2.24.2 results in the
panel getting window decorations, and that applying this patch [2]
returns it to what you would expect. Fortunately, this will only cause
problems if people are using a mix of packages from backports and stable
(specifically, glib from backports, and xfce from stable) so the
existing solution of upgrading to xfce from backports is still valid.
