xfce4 recommends tango-icon-theme, but doesn't depend on any
icon-theme package, so when installed --without-recommends
there are no icons available, and all buttons show as an
empty square.

Probably, the right solution to this will be to create a virtual
package called icon-theme and make xfce4 depend on it.

The workaround is to manually install any icon-theme package.
