There is something wrong with default installation of XFCE.
During updates libpam-runtime was removed from config /etc/pam.d/common-session 
row:
session optional   pam_loginuid.so
After that is the session in tty7 always "active = FALSE" With all consequences.
I do not have any .xinitrc and also any .xsesions.rc

I do not have a clue how this session management works. But I got this problem 
already on 2 systems where I have
updated xfce to version 4.8
