Hello XFCE maintainers. A short while ago I filed bug #632030 for libxcursor1 assuming it was a problem with selection of the correct icons.
Michel Dänzer arrived at the conclusion that the problem might rather be related to xfwm4 or maybe GTK. He suggested asking you about it. Interestingly, the problem goes away when I run xfwm4 --replace & What is your opinion? Is it an xfwm thingy?
