Can you run upower --monitor and report back if power button press is

It is not detected. If I kill xfce4-power-manager, and optionally launch
gnome-power-manager (set to Shutdown), the system shuts down; in the second
or so beforehand, upower has not reported any events.

Transcript (power button was pressed before interrupting upower):
$ upower --monitor
Monitoring activity from the power daemon. Press Ctrl+C to cancel.
^C
