the xfce "add items to panel" dialogs (right-click on panel and select
"add new item") are always on top. this is modal behavior, which is
generally considered bad for user interfaces. the user has difficulty
working with the rest of the system while these windows are up.
for example, i wanted to figure out where an icon was to use for a
launcher, but the window was always on top, so i kept moving around my
terminal, so i could see what i was doing. it made the process much
more difficult and frustrating than it should be.
