It's been a while since Xfce Team has made a minor update on xfce4-notifyd.
This commit should bring more details:

It's important so that it can accept uri-image locations, therefore working

the change this is about is from 2011, and has since been included in
xfce4-notifyd (probably since 0.2.3; 0.2.4 is now in unstable).

closing this as it was probably missed to mention in the changelog.
