Actually F1 behavior wasn't controlled by those checkboxes even before.
There was a widget for key assignment, which has been removed because it
was a duplicate of gtk accelerator.

So the good news is that you can remove that keybinding: just enable the
editable gtk accelerator if they are not already (Xfce
Settings/Appearance/Settings). Then in terminal, open the help menu,
select (just hover) the F1 entry and press backspace. It should remove
the accelerator and keybinding.
