Yes, installing the tango icon theme makes all those problems disappear, except that xfce4-clipman-plugin still doesn't show an icon. It seems to use /usr/share/icons/gnome/*x*/actions/edit-paste.png and fails to fallback, ignoring the provided by the xfce4-clipman package.
