I fixed this issue for my own use by patching the xfce4-panel-4.11 source, replacing ~/xfce4-panel-4.11.0/plugins/applicationsmenu by the ~/applicationsmenu of xfce4-panel-4.10.1 source. No compilation errors. All apps from the debian menu are shown.
