After I boot up my PC, when I move or resize a window, it has 100% opacity,
even when the corresponding settings at Window Manager Tweaks are at less than
100% opacity. If I change the settings in Window Manager Tweaks, the windows
get transparent while they are moved or resized, but only until the PC turns
off. When I turn the PC back on the windows have 100% opacity again while being
moved/resized. This happened ever since I updated to 4.10. The "Saving session
automatically" setting is turned on.

Then I guess the easiest is to not use that theme, or tune it as you
like.
