"dm-tool switch-to-user" always opens the logins screen (same as "dm-tool switch-to-greeter") - which requires reentering the username and password. This even happens when "dm-tool list-seats" shows active sessions. Unless I'm missing something, fast user switching is supposed to avoid this.
