Ok so it's unlikely to be a problem in xfce4-power-manager actually, but it still puzzles me. If you run xfce4-session-logout and do the same selection, does it work or not? It's been a while since I tried sysvinit but usually when there are problem it's permission related, so the buttons are greyed, which is not your case here.
