With 0.8.0, the default settings for tab moving keyboard shortcuts override this. (gtk_accel_path "<Actions>/terminal-window/move-tab-left" "") and (gtk_accel_path "<Actions>/terminal-window/move-tab-right" "") can be set in ~/.config/xfce4/terminal/accels.scm to prevent the underlying behavior from being overridden.
