Dear Maintainer,

   * What led up to the situation?
I am the project lead of Ubuntu Budgie distro.  We use lightdm-gtk-greeter for 
our login greeter and customise it ourselves via
a .conf file.
debian-base only seems to contain wallpaper that our users were not expecting.
Since it is a recommended package is an automatic install on the Canonical ISO 
build system.

Would it be possible to change debian-base from a Recommends: to a Suggests: in 
debian/control ?

I guess you mean desktop-base. No, I won't do that, we want it installed
by default. That needs to be handled by the Ubuntu maintainers of
lightdm-gtk-greeter.
