Hi,
For what I can see, lightdm is stopping itself plymouth during the boot
to minimize the flickering of the screen.
That means that the plymouth-quit.service file shouldn't be started
I've attached a patch that copy what GDM is doing, I tested that on a
stretch VM and it's working.
