Couple things:
1. I think we still have to create an empty 10.3.0 folder in the
base/common to make sure both system and server upgrades complete
successfully.
2. I suppose the constraintPolicy.ids and defaultPolicy.ids in the
registry.cfg template need to be updated as well for new installations.
Other than that it's ACKed.
