If you're planning to use ACME with FreeIPA I'd suggest to follow FreeIPA docs instead: https://www.freeipa.org/page/V4/ACME Please also note that if you install ACME on PKI 10.9, since it's a tech preview there might be no upgrade path to PKI 10.10, so you might have to remove ACME prior to upgrade, and install it again after upgrade.
