Apparently the UC Berkeley relicense effort is part of the akaros
project:

I am not sure what relationship akaros has to plan9, but I am
guessing that it is somehow derivative. I just looked up the cast of
characters, and I see that Ron Minnich is one of them, so there is
likely some decent continuity between the two...
