so ... have 2 different Extender svg's, one for the with-effect case and one 
for 
the without-effects case .... just like we do with Dialog.

the issue then becomes "how do we paint this on an applet?" and again, leave 
that up to the applet! we shouldn't try and make that work automatically 
(it'll be painful for all the reasons you and Rob are bringing up, and 
probably some we're still missing even).

the only thing we might need/want is a way to set the background svg that an 
Extender will use, defaulting to the normal Extender svg.
