Review request for Plasma. Summary ------- this makes the panel be actually resized when moving the panel controller. originally was deferred to mouse release for performance reasons. now with intel things and the last nvidia betas seems to be pretty good (not that an operation like this will ever be soo fast) now i'm not sure if this has an acceptable speed on enough systems, but would be nice to have it behaving correctly now and not have to wait for 4.3...
