I agree, but the only case where I'd like to see some kind of "you can't 
remove or move widgets, but adding is A-OK" state would be drag-and-drop to a 
locked desktop. Sometimes I forget locked means 'totally 100% locked down' and 
need to remember to unlock my desktop and try dropping again. Only slightly 
irritating since I suffer from the bad combination of lazy and forgetful.

Would a notification saying "Hey, its locked. Wanna unlock it /just this once/ 
so you can add this widget and lock it when you're done?" be an acceptable 
idea?
