FYI, this is now reported on both Arch and Neon, with several dozen
duplicates in this bug report: https://bugs.kde.org/show_bug.cgi?id=411286
According to what I was told, Arch ships Qt 5.13.1 so should be
not affected
by this bug. Can this be confirmed?
Besides that, the bug report is about a crash: it has nothing to do with
the issue being reported here, which is about preventing the updated from
autostarting.
