It is needed for the progress indication - to forward from IRC

[22:21] <ivan_cukic> well, while ksmserver stops one activity, user clicks
'stop' on the another one. In order to show the progress animation it needs
also to be in the transitional state. It doesn't matter that ksmserver processes
them one by one
