A fair enough question. For me as a developer it is a must-have feature, though 
it does not need to be exposed that strongly (e.g. move to advanced submenu) or 
even adding a build option for it.

What I am unsure about is how much do we screw over the documentation teams. A 
google search on "Configure window behavior" KDE gives > 5000 results with 
references in books and so on. Search for the German translation gives another 
700 results. It is a feature for advanced users and already quite hidden. But I 
think for providing user support it's quite a useful feature.
