REVISION SUMMARY This is an attempt at a lazy fix for bug 375871, fixing a regression from https://phabricator.kde.org/R119:c50948648012e66b71b757e211432190d592c90d. The only thing that makes this even slightly OK is that numerous pieces of KDE code already contain special codepaths for Ark drags (e.g. Dolphin and Folder View, which respond by calling Ark DBus APIs on drop), and Folder View essentially has the same logic for figuring out what to intercept before hitting the containment in FolderTools.isFileDrag().
