It is easy to implement as we have a decent API in KGuiAddons: KModifierKeyInfo. That's for example used in the screenlocker to show whether capslock is activated and IIRC there is even a datasource wrapping it. So doing a plasmoid should be fairly simple.

Just as an FYI: KModifierKeyInfo doesn't work on Wayland yet, but KWin has the information (in fact it is responsible for turning on the LEDs on the keyboard [1]).
