I can't speak for the Windows side of things, on the Linux side we stopped producing 32-bit builds but the 32-bit code is there, just not maintained. Maybe this is the same on Windows?
Either way, if there are no 32-bit builds on Windows then I imagine Windows effectively has no WebKit support.
