There's a broader problem of "vendors doing work for you" versus "every
workflow improvement we ever get is something we debate and work for".

When I first adopted Eclipse, it was the beginning of e4, eclipse adopted
Git and community contributions way ahead of the rest of the world. Since
that quantum leap, the eclipse dev process has frozen in place, while each
of its constituent parts was broken out into separate ecosystems of
companies undergoing fierce competition with names like GitHub, CircleCI,
Discourse, Gradle, becoming semi-winners in their respective domains.
Projects who surf that ecosystem of suppliers get all kinds of improvements
for free. Projects that maintain all their own infra have to debate and
actively work to get each individual workflow improvement.

The upside is stability, but it only seems like stability on the inside. As
an outsider who doesn't interact with Bugzilla and Gerrit very often, it
feels like they change a lot year to year, although it's really that the
broader ecosystem evolving while Bugzilla and
