Just worked it out.

For the record, you can build one just like you would in the real 
world... put a block under one end of a thin plank to tilt it up at an 
angle. At first this appeared problematic because the simulation can 
become unstable (ramp explodes into the air when you drive on it =-) ), 
but you can remove the interaction between the plank and block by making 
the plank a submodel of the block in your world file. Then it works nicely.
