According to CMakeLists.txt (line 92), the .gazeborc file is installed in
the home directory of the user installing Gazebo instead of copying the file
in run-time if it doesn't exists.

Usually the installation is done using sudo (setting root as the file's
owner), or by using a privileged shell (installing the file in /root instead
of /home/xxx). I think a better option would be to copy the default gazeborc
file at boot time if it doesn't exists.
