- cdg regulations explicitly state that a translation can be completed during
seconding phase; considering that a translation does not change the contents
of a vote, there is no conflict here
- yes, it's true however that a translation is required before starting a vote,
so even if three seconds were present, the vote would not meet formal
requirements and couldn't proceed before the translation
- I'll see what I can do
