Revert "- rel 4; add version for php-pecl-PDO_PGSQL provides, so it will be
possible to install php53 and for example php56 pdo-pgsql"
This reverts commit 764e14fc2eda4c8ab5372c02de25010c58e4ed4a.
not needed; original d67a2e2 was wrong and not respecting multiple
php packages; and providing php 5.3 on 5.6 branch is also wrong
