There's no lock. The only situation where a post-commit commit might fail, apart from a bug in the hook, is when there's a commit to SPECS/trunk/foo.spec immediately after another commit to foo/trunk/foo.spec (or the other way round) so soon, that it occurs before the hook is processed.
