Something has changed here... I noticed that rpm 4.4.6 supports recoding pl descriptions (in iso-8859-2) to pl_PL (default, i.e. iso-8859-2) and pl_PL.UTF-8 properly. But summaries are broken - in pl_PL.UTF-8 they are displayed properly, but in pl_PL '?'s are displayed instead of non-ascii characters.
