So the install did not install, the remove renamed the existing
modified files with .rpmsave (AFAICT).
you should not look at the commands that created scenario (but they may
be useful to understand how to reproducer)
the reproducer starts from last command:
Step 8 : RUN rpm -Uhv --downgrade /var/spool/repackage/*/pam*.rpm -vv
