It seems the first cause (tzdata 2020d installed on carme), as syslog-ng
built fine on builders.
Either there are some issues in 2020d, or syslog-ng tests need
update(?).
The differences is not just 1h, so the cause aren't probably only DST
adustments.
the update to tzdata was created with atomic enough commits, try
bisecting which commit broke.
