where should <sub> belong?

problem is that if dirs aren't owned by any package they will be created with 
700 permissions, which makes the icons there unusuable for regular user :)

i guess kdelibs, as crystalsvg belongs there:
$ rpm -qf /usr/share/icons/crystalsvg
kdelibs-3.3.1-3
