I think that can wait until we get too much user-level mail.  I've noticed
that when you have a user and a devel mailing list, things on one are apt to
be CCed to the other.  OTOH, if you don't, you get user-level questions to
the point development languashes because the developers ignore the list full
of user-level questions.
