Wether reverse-engeneering Windows is illegal depends on the country
it is done in. There are countries prohibiting it by law, others are
not.
In some countries the "EULA" is not a valid contract.
To clear this problem you should ask in an Newsgroup concerning law in
your country.
Another question is wether Wine can legaly use the documentation
generated elsewhere. As far as I know there is no problem in using an
documentation published somewhere in internet.
