Are you all sure this is a good idea? PCI cards are typically high-volume 
items (graphics cards, SCSI adapters, LAN cards and such). The mouse and 
keyboard are almost never on the PCI bus (though you can get USB versions).

Why not start with something reasonably simple, well known and supported 
under Windows (probably the most desired guest OS)? For graphics that would 
be probably an S3, but an NE2000 would be simpler and also useful...
