Yes.

Yes, but we use a completely different repository layout.

If needed, yes. If not, I don't think creating yet another set of
repositories is a good idea.

Changing the layout is relatively easy. However, we do have a lack of
manpower as well. 1) PLF would benefit from a proper buildsystem and
probably a process for managing rebuilds from Mandriva repos. This
requires a rather large amount of work, and I don't think anyone in PLF
currently has the time for that. 2) There are lots of unmaintained an
non-building packages that should be looked at.
