I have seen this too. The correct URL would be:
ftp://ftp.free.fr/pub/Distributions_Linux/plf/mandriva/cooker/free/binary/x86_64/lib64xvid4-1.3.0-1-plf2011.0.x86_64.rpm
I guess it is related to the rpm5 transition and PLF has to adapt some
script that generates the urpmi metadata.

Thanks. Good to know. I can manually download and install anything till
this gets fixed. It is happening to a lot but not all PLF packages.
