Plone 4 normalizes umlauts/accented characters in titles into ascii
instead of using a language specific normalizer. We need normalization
of 'ä' -> 'ae', 'ß' -> 'ss' etc. Is this configurable somewhere? At
least were is the related code calling the normalizer. I know that
there is language specific normalizer code somewhere in the i18n/locales
area but can't find the code.
