For me it is just a matter of configuring your ~/.pypirc file and your python correctly and using zest.releaser, as described here:
http://pypi.python.org/pypi/zest.releaser#prepare-for-pypi-distribution

jarn.mkrelease and collective.releaser can very likely handle that as well.

The only thing that itches me here is that afterwards you still have to login to plone.org and edit the release to specify with which Plone versions it is compatible (which requires you to put something in the description field as well).
