The ability to copy or move content is granted by the "Copy or Move"
permission [1] (I think, but I'm not sure on this---I've not checked
the code).
In addition to this users need:
- View permission on the content to be copied or moved.
- Permission to add content in the destination container.
- Moving/cutting also requires the ability to modify the original
parent folder, to delete the content from that folder.

These all appear in the ZMI's Security tab.
You might be able to use borg.localroles to set permissions based on
URL, or use the Sharing tab to delegate appropriate rights in specific
areas of the site.
