Yes, to restrict which users can change (or add or delete) a term (or a subtree of terms) at a particular location. It's a requirement for us – but I don't know myself if it makes sense. I'm not sure I agree entirely, but I agree that you shouldn't always "roll your own". That's also why I started this discussion. I'd like to get feedback – and we'd also like to get community support and buy-in. I think we could support non-Dexterity subterms (like vdex) – although perhaps not in the first release. This would be useful in situations with a particularly large number of terms.
